The BREF Board of Directors consists of both statutory and non-statutory members.

According to the VHA Handbook 1200.17 (Appendix B), the BREF Board of Directors composition should consist of:

A.     Statutory VA Employee BREF Board Directors

1.    Medical Center Director(s) from each BREF-affiliated VA Medical Center

2. Chief of Staff, VA Maryland Healthcare System

3.    Associate Chief of Staff for Research and Development, VA Maryland Healthcare System

4.    Associate Chief of Staff for Education, VA Maryland Healthcare System

Note:  According to BREF Bylaws (Appendix E), the VAMHCS Research and Development Committee Chair is also a Statutory VA employee BREF Board Director.

B.    Statutory Non-Federal Directors

There must be no less than two (2) Directors who are not officers or employees of the Federal Government and who have backgrounds or business, legal, financial, medical or scientific expertise of benefit to NPC operations.  NPC employees and persons with Federal appointment s (with or without compensation) are not eligible to hold these statutory non-Federal positions.  Statutory non-Federal Directors may not be affiliated with, or employed by, any entity that is a source of funding for VA research or education, unless that source of funding is a governmental entity or an entity the income of which is exempt from taxation under the Internal Revenue Code (IRC) of 1986 as amended.
